A tester group in Google Play Console is a collection of Google account email addresses that you manage under a single label. When you add a tester group to your closed testing release, every account in that group gets access to your app's closed test.

You create and manage tester groups in Play Console under Setup → License testing, or directly in the Testers section of your closed testing configuration.
