Can You Get Google Play Production Access Without 12 Testers?

The Legitimate Exemptions

Two groups can access production without completing the 12-tester requirement:

Organization accounts registered with a legal business entity are exempt. If you created your developer account as a company with a valid D-U-N-S number rather than as an individual, you do not need to complete closed testing. You can publish directly to production.

Personal accounts created before November 13, 2023, are also exempt under the grandfather clause. If your account predates the policy change, you were not affected.

If your goal is to distribute your app to a small private group, a Limited Distribution account removes the testing requirement. If your goal is to publish on the Play Store for anyone to find and install, you still need to complete closed testing.

The Supposed Workarounds That Do Not Work

Several workarounds circulate on developer forums. None of them reliably work in 2026.

Using an organization account name without actually registering as a business: Google verifies D-U-N-S numbers. Claiming to be an organization without a valid registration does not grant exemption.

Finding 12 testers from the same household or IP address: Google monitors the diversity and authenticity of tester accounts. Twelve accounts from one location are flagged as potentially coordinated and can result in your testing being invalidated.

Paying for fast fake tester services: As discussed throughout this site, emulator-based or coordinated fake tester operations are detected by Google's systems in 2026 and risk having your developer account flagged.
