Google Play is Google's platform. Every Android device has a Google account linked to it for Play Store access. Closed testing is administered through Play Console, which is also a Google product. The tester opt-in process, the installation of the test app, and the tracking of whether testers are opted in all depend on Google accounts.
There is no version of Google Play closed testing that works outside this ecosystem.
What Testers Need
Every tester needs a real Google account - the same account linked to their Android device's Play Store. They need a real Android device, not an emulator. They need the Google Play Store app installed (all Android devices with Google services have this).
The Account Must Match the Device
The most common account-related failure in closed testing is an account mismatch. A tester opts in to your closed test using one Google account - perhaps on their computer - but then tries to install the app on a phone signed into a different Google account.
When the opt-in account and the installing account differ, the installation does not register as part of the closed test. The tester appears to have opted in in Play Console, but they do not count toward your 12.
Clear instructions to testers should always include: use the same Google account to click the opt-in link that is set up on your phone's Play Store.
