All three must pass for production access to be granted.
How Long the Review Takes
Google states that production access review takes up to 7 days. Most applications from developers who have conducted genuine testing and completed thorough questionnaire answers receive decisions in 3-5 days.
What Happens If You Are Denied
Denial comes with a specific reason. Read it carefully. Common reasons include: insufficient testing engagement evidence, policy violations in the app, incomplete or generic questionnaire answers, outstanding Data Safety form issues.
Address the specific reason. In most cases you can reapply without repeating the testing period - you update your questionnaire answers and resubmit. If the testing itself was flagged as insufficient, you may need to run an additional closed testing round.
