Personal Developer Accounts
A personal developer account is the default account type when you register as an individual developer on Google Play. It is tied to your personal Google account and your personal information - your name, address, and payment details.
Personal accounts created after November 13, 2023 must complete the 12-tester, 14-day closed testing period before their apps can reach production. This requirement applies to every new app they submit.
Organization Accounts
An organization account is registered under a legal business entity. It requires a D-U-N-S number - a unique identifier issued by Dun & Bradstreet that verifies your business exists as a legal entity.
Organization accounts are exempt from the closed testing requirement. They can publish apps directly to production without a mandatory testing period.
Should You Register as an Organization?
Registering as an organization makes sense if you are publishing apps under a legitimate business entity - a registered company, LLC, or other legal business structure. The D-U-N-S number requirement means you need to have actually registered a business, not just want to skip the testing requirement.
Getting a D-U-N-S number is free through Dun & Bradstreet and typically takes a few days. If you have a registered business, this is the right path and it eliminates the closed testing requirement permanently.
If you are an individual developer without a registered business, you are a personal account and need to complete closed testing.
Converting a Personal Account to an Organization Account
You cannot directly convert a personal account to an organization account in Play Console. If you want to publish under an organization account, you need to create a new Play Console account with your organization's details and pay a new $25 registration fee.
Apps published under your personal account do not automatically transfer to your organization account. They would need to be submitted separately.
